Garrapiz, the seventh seed, led 4-2 in the third set and had two break points to go ahead 5-2, but the fifth-seeded Bowles rallied to win the next three games to take a 5-4 lead.
Garrapiz then came back from triple-match point to tie the set at five apiece, but Bowles won the next two games to claim the title.
"Overall it was a pretty good tournament," Georgia head coach Manuel Diaz said. "Javy did a great job getting to the finals. Either player could've won but ultimately Clint won it because he had much better composure. Javy had opportunities to close it out and go up 5-2, but didn't get it done. Still in typical Javy fashion he fought back from triple-match point. In the end Clint just played better."
In doubles, Florida's Antoine Benneteau and Alexandre Lacroix beat Florida State's Connor Smith and Vahid Mirzadeh, 8-2, to win the crown.
The ITA National Indoor Tournament, schedule for Nov. 5-8, is the last tournament of the fall season.
